  1. Look at the number the short arm is pointing to. That is the hour.

  2. Look at the number the long arm is pointing to. That is the minute.

Many times, the hour arm will not be pointing exactly one number; in that case, you round down. For example, if the hour hand is halfway between the 1 and the 2, you would use 1 as the hour number (round down).
