Total Eclipse Path

Look at the map below.  The path of the total solar eclipse in 2017 goes from Oregon to South Carolina.  In Massachusetts we were abel to see the eclipse - how is that possible?

In 2021 there will be a solar eclipse.  The path shows the total eclipse will go from Mexico to Maine.  Thinking about what we know about the shadow cast by the moon, will people on the West Coast (Californina, Washington, Oregon) be abel to see the eclipse?  Please explain using what we used in class today.
