Why does Frankie Joe take cold showers?

The boys make him go last so there is never any hot water left for a hot shower. 

He likes to take cold showers because it reminds him of home. 

It's a rule in the house that Huckaby boys must take cold showers. 

The hot water knob in the shower is broken. 

In order to keep things fair, Lizzie created a rotation system for showers, for picking movies on movie nights and picking breakfasts. According to the text, when it is Frankie Joe's turn to pick, the text says, "I sit silent as a rock. I don't want a turn." Why doesn't he want to take his turn?
