Melancton Smith often wrote his responses to the proposed Constitution and signed them as the Federal Farmer. Hamilton will refer to that in his speeches on occasion. 

Smith is describing how the average person is more inclined to be fair, of greater moral standing, and less inclined to pursue elite social status. If he thinks the "every man" is more suited for governing, who does he think is less suited for governing?

Hamilton was not born into a wealthy family. He eventually became a banker and established what is known today as the New York Post. His net worth was approx. $350k which would be about $22 million today.
