If your performance shows that you can do some of the things needed to hit the target but you need a little more support you are in the Developing step

If your performance shows that you show confidence and demostrates that you are already reaching for the next target then you are in the Proficient step

If your performance shows that you know what you are supposed to be able to do, but you need help to put the pieces together you are in the Emerging step
