Over time, solutions to old problems may need to be reconsidered in the light of technological advancement. The creation of the U.S. highway system was once sufficient to solve a set of problems and bring about societal benefts both during and after its construction, but now the system needs to be updated to address a new set of problems and to meet the new needs of society.

Reading both passages carefully.

You have read two passages discussing the U.S. highway system and other forms of transportation. Write an essay in which you compare the challenges and benefts involved in the creation of the national highway system to the challenges and benefts discussed in Secretary Chao’s speech, especially those related to advancing technology and the needs of the public. Incorporate material from both passages in your essay, citing sources either formally or informally. Your essay should blend writing from at least two genres (argumentative, expository, and/or narrative).
