For piece of jelly to dissolve the water have to collide with the particles.

Only the jelly particles on the surface of the jelly can with the particles.

The jelly particles that are not on the outside cannot dissolve.

If the number of jelly particles that are on the outside increases then the time taken for the jelly to dissolve will decrease.

Smaller pieces of jelly have a larger surface area to volume ratio (more of the particles are on the outside).
